The United Nations found in 2003 that Palestinians have turned to subsistence agriculture - growing their own food - in place of the more sophisticated work they had previously been doing. Commenting on the situation, the U.N. special envoy to the region, Terje Roed-Larsen, describes the Palestinian economy as “devastated.” 2003 में विश्व बैंक के एक अध्ययन ने पाया कि फिलीस्तीनी अथारिटी में सन् 2002 में निवेश 140 मिलियन डालर ही रह गया जो 1999 में 15 बिलियन डालर था. संयुक्त राष्ट्र संघ ने 2003 में निष्कर्ष निकाला कि फिलीस्तीनी पहले की भाँति कुछ आधुनिक कार्य करने के स्थान पर अपने लिये कृषि कार्य कर भोजन की व्यवस्था कर रहे हैं. इस स्थिति पर टिप्पणी करते हुये संयुक्त राष्ट्र के इस क्षेत्र के विशेष दूत तेर्जे रोयड लार्सेन ने फिलीस्तीनी अर्थव्यवस्था को विनाशकारी बताया.
